Add H265 video in-chat playback support

H265 provides great compression yet preserves quality much better than H264. It would allow users to post content with severely less compression artifacts.

    H265 is a patented codec and not supported in any mainstream browsers. Since Discord is built using Electron, which uses the Blink engine (chromium), it's not gonna be supported. H265 patents and licensing have prevented adoption on the web.

    You should use WebM with the VP9.
