Announcement channels should be free to use.

Currently announcement specific channels are only for: Verified users servers, Partnered servers and Paid servers of applications. This should be changed as annoucements are not limited to servers of those kinds, for example, A tournament server will need an annoucement channel to inform the participants.

    News channels that would post messages on the activity feed were one thing but this seems like something that should be available to everyone.

    Announcement channels are meant to inform a large community, if you have such a community you should be able to apply for partnership and get access to them @ https://discordapp.com/partners
