There Should be a voice limitation in Video files

today someone sent a REALLY REALLY loud mp4 file 

it annoyed me so much and also gave me temporary ear problems for about a minute

so if there was a voice limiter that when a media file is louder than the limit

it would set the video to a lower sound / cancel the file upload / or just give the user a warning / 1st and the 3rd option

we should be able to choose our preference when we hit the start button

and also there should be a default setting in the settings so if user wants to listen the original file or optimised file.

also you should be able to change the whats loud for you and what is not but thats too much i guess?
