[Suggestion] Pin posts to always show in a channel

It would be able to pin a post to a channel so it is always displayed. For example you link to a survey and would like that pinned so it's obvious, but are actively discussing it. It would keep the message at the top of the chat channel it is pinned to at all times.

    It could also be used if there's a bot for the channel and you have the commands pinned so you could always have them shown
