Install API allows it to have the Discord app install for a single user or All Users

Right now, Discord is installed and it shows up on ALL User Accounts on that machine. Meaning if ONLY one account is using it, the Login is open for ALL users.

This should not be, we should be given the choice to have it on a single account or all accounts.
Not everyone on a single machine would be using Discord, or will. They don't need to have that on their own accounts on the machine.
