Why can I use some custom emojis in other servers but not all of them?

I can use a custom emoji from one server in another server (I don’t have nitro) but it’s only one emoji, I can’t use any other emojis from that sever in other servers.

    These are legacy global emoji from when Discord partnered with BetterTTV for custom emoji. They were kept active in a few dozen of servers, but users are not able to create new ones. Their names all start with GW.
