Allow verified/partnered servers to have their own global emotes

Now that gamewisp emotes are gone, I think it would be amazing to have discord implement global emotes for specific servers like verified/partnered servers and have it integrated through discord (and not a third party company like gamewisp, twitch etc).

  i really like that idea especially since the global emotes are gone now

  i really like this idea! i dislike the ability to only use the Twemoji emotes, and this won't add too many new emotes for non-nitro users
