Lift the ban on talking about sensitive topics.

As discord transitions from strictly a gaming chat to more of a general purpose social media, I believe it should be up to the moderators to decide what should/can be discussed on an individual server basis. If it is not illegal it should be unbanned. The law and (if you're a minor) ones guardian should decide what one should be allowed to share.
