Maximum volume in chat

Suggestion that you can set a maximum limit that a volume can reach from other users.

Example is you have users that speak at normal levels then suddenly rage whilst gaming and start screaming down their microphone out of the blue. It would be good to set a level that a users cannot go above, mutes them or quietens them till they are back to a normal speaking level.
