Add a feature to create ''Write-Only Channel'' where only Admins can read messages

Allow server owners / administrators to create write-only channels where only administrators can read messages written by other members within that channel.

This would be very useful for different purposes, such as suggestions, reports, private requests, messages protected by privacy.
