Bug: Keybinds not disabled in keybinds window, despite message saying otherwise

On the Windows desktop client, if I go to Settings, Keybinds, there's text that says "Keybinds are disabled while this panel is visible", however it appears to be untrue, as my keybinds keep firing as I rebind them.  The specific steps I'm taking are rebinding a "Toggle Mute" keybind between "F2" and "Ctrl + Alt + F2" and back, and I end up being muted whenever I bind from F2 -> Ctrl + Alt + F2 as soon as I depress the F2.
