Roles with custom chat slowdowns

I think it would be a cool idea if instead of only people with administrator or the owner being able to avoid cooldowns and the same cooldown being set for everyone is that you can set cooldowns that apply for specific roles, ex: if a person is being punished but only for spam control they could make a role that only gives that specific role ( spammer role ) a cooldown of maybe 10-5 seconds and have it only apply to that one person or a group of people without disrupting others. Just thought i would want to put this idea on here in hopes someone sees it
