[Feature Request] Make the Reply @ mention default state toggleable in global settings and have the setting persist between sessions

As the title suggests, the new built-in reply feature really should have an option in the global account settings to toggle the default state (@ ON vs @ OFF) and have this stay persistent between clients and servers. From a UX standpoint, it makes much more sense for the global default to be @ OFF in the first place, as mentioning a user does not need to happen in a majority of the cases when a reply is used.

A toggle in the settings, while keeping the current functionality of the reply feature, is both a simple task to implement and would change nothing about Discord's current design.
