Feature request - Ability to set default for replies "pinging the original author" at SERVER level

As the title really - this is a feature request to be able to specify the default for this option at a SERVER level so that replies do not automatically send pings to the person being replied to, unless the person writing the reply has specifically chosen to do so.

It would also be nice if the feature was able to be set as default off at a client level as well if not possible at a server level.

Ideally it would be great if it could be server disabled/enabled/enforced disabled.
