As a server admin, I'd like to be able to mute channels for all users in my server.

I'd really like to see a way to mute channels for users of my server so I don't force people to manually mute new channels that are meant for bot spam, meme posts, or other kinds of high volume channels.

Ideally, we as admins should be able to set all the same kinds of notification settings we have now, but be able to set those as the default for all users on a server for individual channels as well as for the whole server.

    We need this to mute things like the snowsgiving bot. Discord clearly wants us to use the bot features, but it's inconvenient for our users to have to mute the spam channels. Help us out Discord!
