Vote Pinning for a message

This is a request, I think there should be a feature where someone who is not admin in the server can start a vote, for the pinning of a message, if it gets enough votes, it will get pinned. The amount of votes rquired for it to be pinned is a quarter of the servers population. There will be a ping and a link for the message, of who started and for which message is gonna be voted. The ping will not act like normal, it's just to show who started the vote, since there might be more than 1 people with the same name in the server, you won't get notifications of the ping, it wont highlight as yellow and there will not be a red "1". I've got a picture of how this can be.
