Add built in feature to prevent users from pinging other certain users, without having to rely on 3rd party bots!

Hello!

I'm a server owner with almost 40.000 members now, which is awesome for the most part! One issue I still struggle with since the beginning of the server is users pinging me, other staff members, admins, other users, etc. for no real reason, and no built in feature or 3rd party bot on discord will allow us to prevent this from happening.

Yes, bots can delete messages that include a ping towards certain users, but a ghost-ping from that channel will still remain, which is even more annoying.

I would like to request a feature within Discord, a sort of permission, that disallows anyone from pinging certain users, unless given permissions. I'm sure this would not only come in very very handy for me, but other server owners with bigger communities!

    Please, one morning I would wish to not wake up with 15 ghost pings. It is a mild inconvenience.

    I wonder how something like a permission to ping someone would work, but I suppose something could be designed anyway. If it could be coded like how it works with roles, i guess that would be quite simple. Maybe the "permission" of giving ping immunity could be added to a role under the special permissions tab, and another perm added called "authority to mention ping-protected users" under the same tab.

    We currently have the same problem on several servers, including one with 11k members. Theres someone, who ghostpings as much people as possible, an then when he gets banned he immediately creates a new account. We are fast at banning but this doesnt help because a ban doesnt mean that the people are not getting pinged.. So there is actually nothin we can do about it, only the Discord team can help us honestly
