Add Temporary muting to servers

You know how you don't want to kick someone, but they need some kind of retribution for being a madlad? Add a feature that blocks users from sending messages for a set amount of time, without using a role.

    There are thousands of Discord bots that have been coded to make muting possible. I know roles are involved, but I find this unnecessary.
