Separate Language and 12 Hour and 24 Hour Clock Format.
Right now, the only way to change the format is to change your language. It would be fairly easy and quite useful to separate these options, because it would help people who speak languages that aren't English and also would help avoid wanting a 12 hour clock while also wanting to spell the word "colour."

Bumping! Seeing the 12-hour timestamps is a little disorienting since the rest of my device uses 24-hour clock.

It's weird this wasn't a feature from the beginning, and it's been 5 years since this was requested
