Is DM advertising allowed on Discord?

Is DM advertising allowed on Discord? By DM advertising I mean sending strangers unwanted messages containing advertisements, like YouTube channels, videos, Discord servers, and social media or websites. I usually get a lot of these and they are ANNOYING.

  Misleading, malicious, illegal advertisements & links are not absolutely allowed.

  Advertisements for YouTube channels and Discord servers are usually done from a Bot accounts or newly created accounts.

  Create a request from: https://dis.gd/contact. You must provide the ID of the user you are reporting and the message link.

  Same, been getting a crap ton of these bots dm advertising their almost empty server

  What if someone asks me in my dms instead of sending the link like:
  
  "Wanna join a cool server?"
  "Wanna join a server that me and my friend made?"
  
  Is that DM advertising?
