Make servers perks purchasable

Simply, make every single server perk purchasable.

Big communities that are able to get their server boosted will already have partner so small communities stand no chance, make the perks purchasable.

To prevent link hoarding, limit vanity url to one per account and make that the account needs to have their phone verified and be at least 6 or 3 months old.

Also, if this generates problems with 10$ dollar nitro users add them animated profiles, a badge like a verified one but thats shows in the name instead, give them some of the server perks for all their servers while their subscriptions lasts.

TL;DR: Make server perks purchasable, one time purchase.
