Add Voice Messages Recording

Hi Discord,

I recently realized that some other texting programs have a feature where users can record voice messages and send them, and I always use discord all the time so I was wondering if you could also add that feature to discord. I have seen many other posts about it but they didn't seem to be planned, so please try to add this feature because it saves more time and here are some things that could help:

How to use it in servers (or in general):

- Users will be able to send voice recordings in servers and Server Moderators will have to listen to these recordings to make sure they don't contain any swearing towards others in that server.

- There will also be a permission in the permissions tabs to allow users to be able to send voice recordings or not

- The current permission to delete text sent in channels will be updated to also delete text & voice recordings in channels.

- Users will also be able to Reply/Quote to these voice recordings

- Users will also be able to mark these recordings as spoilers
