The ability to only upload images to a channel

I'd like the ability to remove a member's ability to send messages in a channel, but then give them the ability to send images into the same said channel. In my friend's server, we have a system where you post pictures in a channel and post comments on those images in a different channel, though I'm sure other's would find much more useful ways for this, like art contests, or game screenshot channels.

    Side-topic:
    I ran a private server with the same content-sharing system but based just on gentlemen agreement.
    It sucks that the new "Reply" feature doesn't work across channels.
