Changing emoji skin tone intermittently hides emoji from Frequently Used list

Cycling between Skin Tones (button to the right of the Search Bar in the Emoji Panel) causes frequently used Emoji that are affected by that button, to appear and disappear from the Frequently Used category.

It's inconsistent but frequent so it should be quick to reproduce.

Emoji I barely use, gets added to the Frequently Used list while Emoji I frequently use are often not displayed... because I change Skin Tones.
