Allow Manage Messages to mark messages as spoilers

Moderators with the "Manage Messages" permission should be able to add a spoiler tag to somebody else's message. This would be handy for when somebody is posting spoilers but deleting the whole message isn't fully necessary.

    100% support this, came to make the suggestion myself - have come across the situation where a member of the community has posted spoilers that don't require deleting, but should be marked with a spoiler tag.

    Totally up for this!  Tired of having to delete spoiler messages, rather than redacting the spoiler part of the message.

    I am astounded this isn't already a thing... I get mods editing other people's messages is probably a can of worms Discord doesn't want to get into and that's fine, but mods should absolutely be able to spoiler cut something.
