Still background processes even after quitting app

I'm confused as to why after quitting the app I still see Discord listed as an active process in the background in Windows?
And if TTS is turned on it can be somewhat confusing.
I spent several days trying to figure  out why I kept hearing Narrator even though it was switched off.
But fairly certain it was due to the TTS setting in Discord.
Anyone else experience this?
