[API] Message state

Nowadays, many discord bots use what we call a "message collector" to handle repeated interactions (using reactions or messages), but these features require the program running the discord bot to remember a certain type of events and limit in time

With a new field, "message_state" on the discord's messages, we could make these interactions more enjoyable for the users and not limited in time

  Also, reaction collectors will become useless with the Button API
