Notification Popup timer

I've seen an old post on this already but there wasn't much reaction on it and at the point of writing this is nearly a year old.

What I had in mind was a timer where the pop-up notifications that come through the windows notifications get a timer or set amount of rapid messages before a new notification pops up. Much like Whatsapp web has implemented, I'll get a notification when someone in a group chat sends a message but won't get the dozen responses spammed in as a notification for the next couple of minutes.

I've gone through many servers/channels I've already had to mute, that I rather hadn't, because of the immense headache and pain through work I've gotten with all the pop-ups that shouldn't have needed to be there so frequently in the first place.
