Discord + Moonbase Alpha

Not much of a change, just make it so that the discord /tts voice uses DECtalk (or, at least, something dectalk-compatible). This would add a whole lot of functionality, and wouldn't take much code at all. Users would be able to sing songs, memes, and more. 

You may recognize DECtalk as the free software behind the voices of Moonbase Alpha, Stephen Hawking,

Keep everything else the same, just use DECtalk.
