New Addition to Discord Guidelines, Please?

To keep it short and sweet: Disallow anyone to upload GIFs to their servers with flashing lights. Triggering seizures in others is definitely something people would want to do(some people just suck), and even outside of seizures they cause migraines in others(I personally deal with this one). All a user would need to do is get Nitro, join a server with these GIFs, and then harass people.

Please make it a severe offense that could put servers/individual accounts in jeopardy if they do this. Safety first, yeah?
