Make the new context menu on message hover ALWAYS appear instead of collapsing it for reactions

in my opinion, this menu

is a lot less useful than

this menu

so I think discord should make all of the new hover menus look something like this, 

with the expandable full reaction menu

in my opinion, collapsing all of the other options just to show only three recent reactions is not worth it.
