Improve submission form for reporting users
The process of reporting users is, to say it simple, stupid. There are so many requirements you have to follow, that makes it easier for the reported user to stay hidden.
I can understand that Discord staff needs proper evidence to actually take actions and not to punish someone without valid proof, but the current way of reporting people makes it pretty much impossible to do exactly that. Especially for reporting Selfbots.
Reports always require a Message Link... Why?
I don't get it why you always need a Message Link for any kind of reports. Even those that usually don't need a message link (Or aren't related in any way to messages and such) require one. This is quite frustrating because people can just delete their messages before you have a chance to get the Message Link and even then is it not guaranteed that Discord Staff can see the info.
This is a prominent issue with People that run and use Selfbots, as they can simply mass-delete any messages that proof their usage of a Selfbot and you're the one here with no way of reporting.
And keep in mind that not everyone, who wants to report someone has manage message permissions, meaning they couldn't do this through simply deleting the message of the reported user.
Getting the link of a DM is bad
When someone DM-advertises or tries to f.e. Scam you in your DM does the "Copy Message Link" option give you a link in the form of https://discordapp.com/channels/@me/:target_id/:message_id
This comes with a huge issue, when you're trying to report a user using this exact link, as it is considered "invalid" by the TnS team. Only after also providing your own ID (Which should normally be provided anyway when you send a form while being logged in?) will they consider it a valid proof.
Why having this weird Link? Why not have it like in Guilds, but instead of a Guild and Channel ID you would have your own ID (https://discordapp.com/channels/:your_id/:target_id/:message_id)
This wouldn't be much of an issue in my opinion and would help others when reporting someone, especially since reporting through deletion of the message isn't possible in DMs.
Again: This system as it is right now plays more into the favour of the malicious user than the one that wants to report it.
I DO want to report malicious users and I DO want to help making Discord a better place, but with the current system is it much better to just send an E-Mail instead in the hope anyone on your team actually helps.

I had trouble reporting someone who is now under investigation by Yorkshire Police Department (In the UK) that should have been banned without question, the TnS team really need to make some things optional in that regard.
