  Need the exact steps to reproduce.
  Is this a fresh install?  Is this a reinstall after an uninstall?  Are you running it as admin?
  
  I'd delete the folders C:\users\username\appdata\roaming\discord C:\users\username\appdata\local\discord

  redownload the .exe and try again

  i'm currently having the same problem but my discord is still installed with no way to uninstall it

  How'd you try to uninstall? Via the uninstall exe or through the add/remove programs dialogue?
