Hiding the reaction quick-bar disables leaving any reaction. WHY?

When I hide the new reaction quick-bar (because it's ugly and I don't like it popping up on every message I mouse over) I am unable to leave or see any reactions. This makes ZERO sense. Why can't it just be a hidden menu option like it used to be and I don't need to have an ugly little bar on every post?
