Allow straight apostrophes in channel names

How come we allow the more difficultly types smart apostrophes ( ‘ and ’  ) but not the standard keyboard apostrophe ( ' ) in channel names? There should be universal support on the types of punctuation used. Additionally, some of us strongly prefer the visual appearance of the straight apostrophe. 

I'm no master code whiz, but I don't think that there'd be any issue in adding this in.
