File Size Limits on videos

I understand the whole file size limit. But I feel that there should be a separate file size limit for vidoes. I tried to send a 9 second video to a friend and it exceeded the size so much nothing would have worked. At least make it so that we can send short clips of maybe 10-20 seconds at high def.
