Role mentions

You should make it so we can define what roles can be mentioned by what roles. So instead of having @members mentionable by everyone, we could decide which role can mention it. I don’t want to give my moderators the permissions to @everyone, but i want them to be able to ping a self assigned role. I don’t want the self assigned role to be pingable by anyone though, so that’s why i think it would be good if we could allow certain roles to ping certain roles.
