Slowdown mode for individual accounts

I have a friend on Discord who has Tourettes and he says channels with slow-down mode help with his “ticcs” as he calls them. Rather than have make a server with over 1,000 members have all their channels on slow-down mode, I think it would be beneficial to him and other users who have Tourettes and help them manage their outbursts, as it would take the brunt of their “ticcs” and provide some peace of mind for the other members as well.
