Role for Muting players that override all lower roles

Hello, I'm an admin of a large public discord suggesting a feature related to moderating servers.

At the moment if you make a role that allows users to access a channel where by default those without it cannot, if you try making a role that mutes them it won't despite being set as a higher role rank. Because of this, users intended to be muted are not and in order to mute them they need to lose the role that gives them access. The reason this becomes an issue is because the access is managed by a bot called Zira meaning users can just have the role automatically given to them, but its role assigning automated channel access is essential to our discord server. Is there any way you'd be willing to allow a role that will disable all communication in a discord without being overridden by a lower role?
