Adding in a voice limiter.

I always thought it would be a cool idea to be able to add the option to put a volume limiter on individuals. Each person would be able to add a limiter to as many people as they want. This would solve the issue of people SCREAMING IN THEIR MIC and annoying everyone, or for other volume issues. Or another option to this would be a whole app limiter so no sounds go above a certain threshold.
