Whisper/notice

I see similar posts, but they are all being ignored. So I'm making a new one. 15 years ago and going forward I used to develop a decent amount of IRC chat bots. It could be channel specific, games, mmorpg stats bots. You name it. A great feature it had for me as a bot developer and QOL for the people using it, was the option to "whisper/notice" a user instead of spamming the entire chat room or sending a PM (Cause lets face it, opening a pm for the answer you want from a bot is just pain). It would be much nicer to get the message in the chat room you type the command, but without the need for everyone to see. We used ! to get whisper results and @ if we wanted people to see the replies. It can't be that hard to add. Please add it.
