Toggle offline member visibility on a per-channel basis

I completely accept that after a certain amount (100 members), Discord will no longer show who is offline.

What confuses me, however, is when only 10 or so people have access to a channel, meaning I should be able to see who is offline (that can see the channel), yet in that channel, I cannot see who is offline.

plz fix (I know this is a bump for a suggestion made over a year ago, but it hasn't been changed. Discord devs have done next to nothing other than shredding the once-good UI into teeny-tiny pieces.)
