Fix the problematic phone verification

Not only should phone verification be optional, but I have 2 accounts I use for separate communities and only 1 phone number. I'm now locked out of my main account for 4 days.

  Yep, this sucks. Really hope they do something about this (e.g implement another type of verification).or lower the cooldown.
