Channel rules reminder

It would be nice if we had an option to add rule reminders to channels.
As a lot of people tend to not read the rules nor the pinned messages, if a short summary (something like 50 characters max) was added next to the message text box, it could help people be aware of them.
A bit like what a sticky message bot would do, but less spammy.

I attached an example of what it could look like:

  Please add this, discord team. Because currently many people are not reading description bar on top of chat. This suggestion or make description box pop/shine more in eyes for those who can't notice it well.

  Discord should really add this, the amount of times people ignore the rules astonishes me!

  An interesting thing that happens is if you click on the description bar, it makes the text cover the whole screen. It would be good if there was an option to make *that* come up on its own too

  Please make it happen discord. The number of people that ignores the pinned message/channel topic is mind-boggling. If the message can be pinned or locked anywhere around the text box, it would at least make one third of them read it which would still mean a lot of members actually reading the channel instruction for once
