add some way to appeal account deletion

there's no system for asking to get an account re-added (or even to fully delete an account so you can make a new one with the same email address) if you get wrongfully banned (which might happen if there is an autoban system in place). many discord servers have a system like this, and many game servers in general do, so i feel like this might make sense in discord.
