Allow users to set other users to automatically change every message/picture/gif/video to spoiler.

The title is self-explanatory. Rather than block all messages from a certain user in a mutual Discord server, this feature would allow a user (user #1) to change another user's messages (user #2) to appear as spoiler text (only appears to user #1 as spoiler to which they can click to reveal).
