new type of ping
sometimes i really need this type of ping, so this ping is @everyoneExceptOf:@Role/@Player
it will ping everyone except of chosen role or player and to add another players you can type like
@everyoneExceptOf:@role,@Player,@anotherPlayer etc, i dont know if it's possible to make but i hope it will be added into discord

An alternative to this could be doing a role for general pings like @Notifications and only users with that role could get pinged by announcements channel
