Built-in soundboard

When you would go on a voice chat, an icon would appear. When you open it, it will have a + button and a "Use Soundboard" button. If you pressed the +, you could select files from your computer and those would be added to your soundboard and if you pressed the other one, you could click on those file names to play them in the voice chat.

  When I press the + button it just sends me to files. I don't see an "add Soundboard" button
