Allow webcam/screen-sharing usage ("Video") without Audio ("Speak")

I would like to suggest the idea that channel permissions "Video" and "Speak" operate in full independence of each other and not have one permission ("Video") require the other ("Speak") for it to work.

Currently, granting the "Video" permission has no effect on webcam control unless "Speak" is granted as well (or inherited from the parent category or server-wide).

Real-world example:

I maintain a server for a group of cosplayers that interact through gestures and we don't speak, to  maintain our illusion. Some of our members might unknowingly connect to a video/voice channel without disabling their microphones beforehand and may be heard as a result.
