Add Admin channels

Add an option to make a channel only available for administration.

Channels cannot be viewed while streamer mode is active.

  You can already do this.

  People with admin permissions will have access to all channels even if their role is not specifically allowed in the channel.

  But they can be still viewed while streaming.
